SDSU Department of Parking and Transportation Services (PATS) sought to optimize its parking fee structure to meet financial obligations and customer service expectations as a self-supporting auxiliary enterprise. To achieve these goals, the University desired an inclusive process that respects customer preferences and expectations and engages key stakeholders, particularly its students.

Walker provided parking operations and rate structure consulting services. Additionally, Walker built a proprietary Excel-based financial model to analyze the implications of different permit parking structures and pricing models. Walker leveraged this model to evaluate a potential tier-based permit structure and pricing strategy for student parking permits at SDSU.

This project was completed in September 2020. Benefits for SDSU include:

  • Improved efficiency within the parking system with rates more reflective of market conditions
  • More flexibility for PATS in calibrating permit fees consistent with financial and operational obligations
  • A more predictable and better customer service experience
  • A financially-sustainable business model throughout the planning horizon
