Commuter parking fees in Palatine, Illinois were collected using an honor-box system operating beyond its useful life-cycle. Moreover, the payment methodology associated with honor-box systems is not customer friendly. Also from an operational perspective, the collection process can be tedious and time consuming.
The Village desired to procure a new system that provided ease of use for patrons, as well as improved operational efficiencies. Operationally, the Village preferred to implement an updated payment and collection system that offered server-based reporting, reduced manual labor, expanded audit controls and improved enforcement capability. The Village chose to explore alternatives to upgrade their system with emerging technologies by replacing the outdated system with an electronic multi-space meter payment and collection system.
Walker was engaged to observe the existing system, document payment times and peak-hour activity, also to develop recommendations for consideration and the possible implementation for an electronic multi-space meter payment system as a suitable alternative.
