The Cortex District, founded in 2002, is the Midwest’s premier innovation hub of bio-science and technology research, development, and commercialization. The site serves as the anchor of St. Louis’ growing ecosystem for innovative start-up programs and established companies. Walker provided parking planning, policy and financial recommendations for the Cortex District and drafted TDM policy. Walker’s study included a preliminary parking market and financial analysis, with an emphasis on sharing parking resources between a variety of different medical-related parking owners and land uses. Walker prepared a plan that integrated parking and transportation prices as well as management practices, pricing for all parking, and tiered parking pricing to encourage commuters to choose otherwise underutilized parking resources. This plan will generate revenues to provide parking, save for added parking resources, and fund transportation alternatives throughout the Cortex District.
